Shenyang Export Processing Zone The Liaoning Shenyang Export Processing Zone（hereinafter called the Export Processing Zone）was approved and established by the State Council in March 2003. It is one of the 39 export processing zones in the country and an important export processing base in Liaoning Province. The Liaoning Shenyang Export Processing Zone is located within the Shenyang Hunnan New District, which is also known as “the Northern Pudong”, with a programmed area of 3.0 square kilometers of which the first development stage covers 1.0 square kilometer. It is a special closed area under Customs’ supervision where customs formalities are go through in the shortest period of time with functions of “self-contained Customs-free territory”. Under the guide of the State’s policy of vitalizing the northeastern old industrial base, it is slated to become a new export processing trade base in Shenyang, a new carrier for industrial transfer, a new window for opening to the outside world, and will definitely facilitate adjustment and reconstruction of Shenyang old heavy industry base and take new lead in regional economic development.
